I want to register to open a preschool in Agra what formalities are required?

There is no formal registration/recognition for Preschool in Uttar Pradesh as a state. However, it is possible that Municipal Corporation of Agra has some kind of formal registration process.

The Department of Basic Education has Education inspector at the district level and you may wish to contact them and obtain information.

The formalities that you might wish to go through in any case are the following:

a) Register a society or company; if you are planning to start the preschool as a non-profit venture, you might wish to register a society; you need to draft a Memorandum of Understanding and a Rules and Regulations of the Society with Objectives that relate to the education. Contact the Registrar of Societies at Agra Muncipality and get the society registered; if you are planning to start the preschool as a profit venture, you need to start a company;

b) You could also approach a pre-existing society or body and start a preschool under their auspices; next, you need to do groundwork regarding tax exemption for income - especially if you are planning to start a school on non profit basis; this will allow you to raise donations and easily invest them into infrastructure; with this provision, you can also get possibly donations, which will allow the donors to get some tax exemption;

c) third, you may want to register your preschool with some kind of association; e.g. if you are going to start a montesseri school, then you may want to register with the montesseri association; there are also professional bodies for preschool education at national and state level;

d) fourth, contact the State institute of Education which is located in Allahabad and get various material and standards that they generally lay down as the minimum for pre-school education in the state

e) fifth, identify your site and get from municipality the standards in terms of safety and norms; e.g. the school where you have kids should be at a certain distance from places such as 'wine shops'; there are also standards on how many latrines, water etc. these standards and norms are also available from the Dept of PSEE in NCERT or from the Allahabad based State Institute of Education (possibly, it is called UPSCERT i.e. Uttar Pradesh State Council for Educational Research and Training)
