What is The Phone touture?

When i went to Brazil I herd people talking about it.

I'm not sure what's it called.
Maybe it's this: Somebody gets your number for the phone book and calls you saying "Is your son/daughter there?" and if you say "no" they'll say "It's because he/she is kidnapped". Or they'll call and say "Your son/daughter has been in an accident."
That's basically all I know, I'm not sure if it's phone torture.
