The National Express is probably the cheapest and easiest way to get from the Airport to Central Cardiff.

They have frequent direct services, but you would want to check the luggage restrictions.

Good Luck !

What luggage can I carry on a National Express coach?
The luggage allowance for each passenger is a maximum of two medium sized suitcases weighing no more than 20kg each and one piece of hand luggage. Hand luggage must be capable of fitting in the overhead luggage racks or under seats. If you do carry more than this allowance we cannot guarantee that we will be able to accommodate the excess baggage. Space can often be of a premium and we cannot predict what luggage other passengers on the same journey may bring.

The train service from Heathrow is by coach to Reading so if you have a lot of luggage it may be safer to contact a local taxi firm or even get a one way car hire.

You do not say if you are alone. The more people the cheaper by car.

I was pleasantly surprised at the cost of the rail rover tickets although it is for sightseeing. The all over rover is a bit expensive.

national express have some really good deals if you plan.
The information you give is not enough for a definite answer.
