Does it snow in Chile besides in the Andes, and if it does where???

It depends on where in Chile you are. If you go to the Andes, yes it snows in the winter. Some of the best skiing/snowboarding in South America is about a 1 hour drive east of Santiago. In the south (Patagonia) it snows too, but not very much.

I have lived in Santiago de Chile for the past 2.5 years & it snowed briefly in Las Condes (eastern Santiago) for the first time in living memory, last winter.

The temperatures in northern Chile (Atacama Desert regions) rarely go below about 15潞C. Central Chile has a Mediterranean climate, so night temperatures in the winter hover between 0潞C and 5潞C. Southern Chile ranges from a temperate rainforest to the Patagonian Desert, so it's possible for snow to fall (last winter it did), but it's not common. The south-eastern Pacific Ocean moderates the temperature throughout the country.

Snow fall here generally is less than 1 cm and lasts less than 24 hours.

It usually never snows in Santiago (the capital), but as close as 2 hr drive from Santiago you have Valle Nevado with its skiing venues during the winter (remember the southern hemisphere's winter is from June to September). The area of Valle Nevado is covered in snow all winter.
