What is a "Free Road" means?

Alexandria - Cairo desert Road will be a "free" road, what does that mean?

It is a super highway.
The speed allowed is much higher than usual.
There are no intersections nor U turns.
There will be higher tolls or taxes since it needs maintenace.

That is practically what is going to happen to the Cairo- Alexandria road.

A freeway 鈥?also known as a highway, superhighway, autoroute, autobahn, autopista, autov铆a, autostrada, dual carriageway, expressway, or motorway 鈥?is a type of road designed for safer high-speed operation of motor vehicles through the elimination of at-grade intersections. This is accomplished by preventing access to and from adjacent properties and eliminating all cross traffic through the use of grade separations and interchanges; railroad crossings are also removed. Such highways are usually divided with at least two lanes in each direction. Because traffic never crosses at-grade, there are generally no traffic lights or stop signs.
