Well depends what you mean by "less dress" but if you mean less clothing then I would say California. Many firms there are very laid back and you can go to work in shorts, chapels (flip-flops) and a T-shirt.

If you mean a more casual work environment then that just depends on the job and is available everywhere :-) Just try being a house painter or something like that.

Generally, places that have hot climates year-round are more casual.
