Um. If you are asking whether it was ever part of an empire, that's a yes - it was under technically Spanish control from the 16th century to the early 19th - but it was definitely more of a fringe area, since they didn't have much of the metals the Europeans prized at the time.

It was never openly under American (United States) control, but America forcibly intervened when the country started going in a direction that America disapproved of - like in the 1920s and 1980s.

If you mean the imperial measurement system...no.
