You will have a problem in Maastricht... Unlike Amsterdam, the very few coffeeshops that exist in Maastricht, check IDs very consistently, even the elderly. Local law I guess... because they are so close to international borders.

The laws in Maastricht are the same as everywhere in Holland.

Cannabis remains a controlled substance in the Netherlands and both possession and production for personal use are still misdemeanors, punishable by fine. Coffee shops are also technically illegal according to the statutes but are flourishing nonetheless. This is due to the Dutch non-enforcement policy.

You have to be 18 to purchase marijuana. They are strict about that. You buy it in coffee shops, which can be identified by the marijuana leaf hanging outside.

Yes, it's legal and sold in coffeeshops.
If you can't find it or can't get in a coffeeshop in Maastricht you can take a train to another town, maybe one with more shops. Just try to look older, don't act silly when you walk in and you may be fine. If you get carded the person may not pay that much attention to the month or date to figure out your not yet 18. Play dumb and all they will do is tell you to leave.
Good luck and enjoy!
