Why is tiny Pondicherry a seperate union territory. Having similar cultrual relation ship with Tamil Nadu. Why

My friend, the Union Territory of Pondicherry actually has four distinct geographic entities - Pondicherry, Karaikal (close to Tamil Nadu), Yanam (close to Andhra Pradesh) and Mahe (close to Kerala); all these were former french colonies and acceeded to India through a treaty between the two governments only in 1956. One of the clauses of the agreement provides for among other things - a legislature for the UT (was not the case at that time in respect of other Union territories), maintainance of the status quo in terms of cultural and historical heritage and not to make any changes without a formal consultation of the people (e.g. through a referendum). So, they maintain the administrative status as prevalent at the time of cessing to India.

Strictly speaking two entities have close ties with Tamil Nadu in terms of language due to proximity, one with andhra pradesh and the fourth with Kerala and still are bound together through French (since later part of the 17th century).
